In April of this year, Connecticut was the site of the largest emergency exercise in the country.

The TOPOFF Full Scale Exercise took place from April 4-8, 2005, and involved more than 10,000 participants representing more than 200 federal, state, local, tribal, private sector, and international agencies, organizations and volunteer groups.  TOPOFF offered agencies and jurisdictions a way to exercise a coordinated national and international response to a large-scale, multipoint attack. It allowed participants to test plans and skills in a real-time, realistic environment and gain the in-depth knowledge that only experience can provide.

From our harbors and highways, to our beaches and our borders, keeping the citizens of Connecticut safe is something we can never take for granted.  I’m so proud of the extraordinary efforts of our state agencies and employees who worked so well in a unified spirit of professionalism and protection. 

Working together is nothing new for Connecticut state agencies.  Everyday our state employees strive to better the lives and livelihood of our citizens.  The 2005 Digest of Administrative Report to the Governor is a compilation of their many achievements, and I personally applaud their commitment and dedication to public service.
