STATE PROCUREMENT MANUAL

The state government contracting process and procedures must be open, honest, fair and accessible at all times. Understanding the growing demand for current procurement information, this manual is designed to give Connecticut State Agencies the latest information about procurement topics to assist them in performing their purchasing functions in a legal and ethical manner. The Department of Administrative Services (DAS) Procurement Division encourages State Agencies to contact us at any time with questions about procurement policies, procedures and program. We hope this manual is a useful tool for your agency.

CONSTRUCTION CONTRACTOR PREQUALIFICATION

The DAS Contractor Prequalification Program (C.G.S §4a-100) requires all contractors to prequalify before they can bid on a contract or perform work pursuant to a contract for the construction, reconstruction, alteration, remodeling, repair or demolition of any public building or any other public work by the state or a municipality, estimated to cost more than $500,000 and which is funded in whole or in part with state funds, except a public highway or bridge project or any other construction project administered by the Department of Transportation.

SUPPLIER DIVERSITY (SET-ASIDE)

The State's Supplier Diversity program targets that at least 25% of the state's business is transacted with small businesses including those owned by minorities, women and the disabled. To participate, simply register with the Department of Administrative Services. Once certified, you can bid on contracts covered by the program as well as all other state contracts.

STATE AND FEDERAL SURPLUS PROGRAM

The Department of Administrative Services, State and Federal Property Distribution Programs provide state agencies, municipalities and approved nonprofit organizations with state and federal surplus government property.

PURCHASING CARD PROGRAM (P-CARD PROGRAM)

The P-Card program is a credit card program co-sponsored by the Department of Administrative Services and the Office of the State Comptroller. The P-Card is a MasterCard issued by JPMorgan Chase. It works just like a personal credit card with custom designed features and built in controls to meet the specific needs of the cardholder and your municipality, school or not for profit organization.

MASTER INSURANCE PROGRAM (HOUSING AUTHORITY INSURANCE PROGRAM)

What is the DAS Housing Authority Insurance Program? The Department of Administrative Services, Master Insurance Program, offers all Housing Authorities across Connecticut the opportunity to obtain required insurance coverage’s through a sole source. Because Housing Authorities have similar assets and risks, when grouped together, they have the strength of a much larger entity. As a single provider, we can offer higher limits of liability coverage at lower premium rates. All costs incurred by each Housing Authority directly effects its tenants, therefore, keeping insurance costs to a minimum assists in the reduction of rental fees by tenants.

CATALOG MANAGEMENT PROGRAM (CORE-CT)

The State of Connecticut has replaced its legacy core financial and administrative systems with an integrated PeopleSoft Enterprise Resource Planning (ERP) system called CORE-CT. As part of this implementation, the Department of Administrative Services requires electronic data files from contract suppliers for contract/catalog items which they have been awarded.

Whether you are a local government, school or not-for-profit organization, most likely your number one goal is to deliver high quality products and services at the best possible price. The Department of Administrative Services Procurement staff can help you achieve all these goals while saving you money. Most of the state's contracts are open for use by municipalities, public school systems and certain non-profit organizations. By pooling and leveraging our spending, we can all save money together.
