Small Agency Resource Team
The Small Agency Resource Team (SmART) was established July 1, 2005, under Section 60 (c) of Public Act 05-251.
HUMAN RESOURCES
The SmART unit consolidates human resources and payroll personnel from multiple agencies under one roof. This encourages a consistent application and execution of HR rules and procedures as well as a reliable interpretation of these policies.
PAYROLL AND BENEFITS
Coordinates payroll and benefit information using resources from Core-CT, individual agency human resources offices, as well as state and federal government guidelines.

Partners with participating client agencies to assure that their programs are fair and equitable, provides equal employment opportunity, and complies with state and federal laws and guidelines. The unit prepares and implements affirmative action plans; collaborates with the selection and hiring process; provides a process for complaints of discrimination, and educates staff on their rights and obligations.
