BizNet is a central collection area and informational tool for companies looking to do business with the State of Connecticut. It is now a requirement of DAS/Procurement Services that all suppliers and prospective suppliers create a business network account (BizNet) by adding a company profile in our BizNet system.

DAS SERVICES TO MUNICIPALITIES, SCHOOLS AND NOT-FOR-PROFIT ORGANIZATIONS
By utilizing state contracts, DAS procurement staff helps local government, schools, and non-profit organizations deliver high-quality products and services at the best possible price. By pooling and leveraging our spending, we can all save money together.
CONSTRUCTION CONTRACTOR PREQUALIFICATION
The DAS Contractor Prequalification Program (C.G.S §4a-100) requires all contractors to prequalify before they can bid on a contract or perform work pursuant to a contract for the construction, reconstruction, alteration, remodeling, repair or demolition of any public building or any other public work by the state or a municipality, estimated to cost more than $500,000 and which is funded in whole or in part with state funds, except a public highway or bridge project or any other construction project administered by the Department of Transportation.
SUPPLIER DIVERSITY (SET-ASIDE)
The State’s Supplier Diversity program targets at least 25% of the state’s business to be transacted with small businesses including those owned by minorities, women and the disabled. To participate, simply register with DAS. Once certified, you can bid on contracts covered by the program as well as other state contracts.
STATE SURPLUS PROPERTY PROGRAM
The state surplus program provides state agencies, municipalities and approved non-profit organizations with state surplus government property.
FEDERAL SURPLUS PROPERTY PROGRAM
The Connecticut Federal Surplus Property Program is responsible for the administration and distribution of donated federal surplus property (excluding real estate) to eligible organizations.
FOOD DISTRIBUTION PROGRAM
The mission of the USDA Food Distribution Program is to strengthen the nation’s nutrition safety net by providing food and nutrition assistance to school children and families and support American agriculture by distributing high quality, 100% American grown USDA Foods. The Department of Administrative Services distributes the USDA Foods through the Connecticut Food Distribution Program (FDP).
PURCHASING CARD PROGRAM (P-CARD)
The P-Card credit card program is co-sponsored by DAS and the Office of the State Comptroller. It works just like a personal credit card with custom-designed features and built in controls to meet the specific needs of the cardholder, municipality, school or non-profit organization.
ENVIRONMENTALLY PREFERABLE PURCHASING (EPP)
Environmentally Preferable Purchasing (EPP) is the procurement of goods and services by state agencies that have a reduced impact on human health and the environment as compared to other goods and services serving the same purpose. Environmentally Preferable Products are long lasting, high-quality, less toxic products that also use less materials, water and energy, minimizing the impact on our environment.
