DESCRIPTION OF DUTIES:
This
position provides the opportunity to learn about the Department of
Environmental Protection and work on its programs to assure clean air and to
address climate change by developing regulations and new programs. Primary responsibilities involve: assisting
in the development and implementation of progressive air quality protection
programs that balance energy, economic and environmental requirements to
address air pollution emission on high electric demand days; assisting in the
development and review of regulations and legislation to implement air quality
objectives; assisting in the review of energy dockets of the Department of
Public Utility Control (DPUC) for consistency with policies and statutes
relating to Connecticut’s air quality and climate change objectives; reviewing
proposed federal regulations and legislation related to climate, energy or air
quality; preparing related technical reports as needed; assisting in outreach
and education on issues related to air quality, climate change and energy
policy.
PREFERRED
CANDIDATE must
HAVE:
- A
bachelor or masters degree in a scientific discipline related to the
environmental field including environmental planning, economics or natural
resources or a law degree;
- Technical
writing ability to draft environmental regulations and public notices and
compile written hearing reports; ability to prepare concise technical
reports to assist in the formulation or implementation of public policy;
- Ability
to understand and interpret complex legislation, regulations, and utility
economic data;
- General
knowledge of the federal Clean Air Act or federal Energy Policy Act and
basic knowledge of air quality and energy issues and policies on a
statewide, regional and/or national level;
- General
knowledge/training concerning regulation adoption and legislative
procedures;
- Demonstrated
exceptional written and oral communication skills;
- Research
and organizational and/or project management skills;
- Strong
computer skills with working knowledge and proficiency in Excel;
- General
knowledge or environmental program planning principles and practices, and
basic practices of environmental and policy analysis;
- Strong
problem solving skills and critical thinking ability;
- Self-motivated
to ultimately perform independent technical research on environmental and
energy programs and to develop and/or assist in developing, sound policy
options; and
- Ability
to work both independently and in a team environment.
