ANNUAL SALARY:        Bachelors’ Degree $36,550. (ES-15 step1): Masters’ Degree $37,868. (ES-15 step2)

 

TYPE OF POSITION:    Full Time

 

Eligibility: Candidates must have a Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.   Candidates must have some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics and computer usage; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data.


DESCRIPTION OF DUTIES:
  The successful candidate will be responsible for assisting staff of a higher grade in the Water Permitting and Enforcement Division in the performance of the following tasks:  evaluating or analyzing potential sources of water pollution and wastewater discharges in order to protect the waters of the state from pollution; reviewing inspection reports to evaluate the compliance status of various industrial wastewater discharges; performing field investigations at sites of wastewater treatment and disposal systems; preparing reports and plans regarding factors affecting water pollution, including but not limited to the conveyance and treatment of wastewater;  initiating enforcement actions to bring non-compliant dischargers back into compliance with applicable laws and regulations recommending appropriate enforcement action(s) against violators in accordance with the Department’s Enforcement Response Policy (ERP); preparing enforcement actions in a timely manner as required under the ERP time frames; negotiating enforcement case settlements; reviewing and evaluating compliance reports and other documents submitted in response to enforcement actions, including documentation related to supplemental environmental projects; coordinating enforcement cases with other programs within the Department as well as with other state and federal agencies; working with municipal, federal, and other state agency officials; providing technical assistance to the public and the regulated community on wastewater discharges; representing the Department at public hearings, meetings, and in court proceedings.  Duties may also include other tasks as necessary to meet the statutory responsibilities of the Department related to wastewater permitting and enforcement.

 

PREFERRED CANDIDATE must HAVE:  Excellent written and oral communication skills; excellent interpersonal skills, good organizational skills, ability to prioritize and track multiple tasks; good problem solving and critical analysis skills; computer proficiency; The preferred candidate must have relevant course work in the following areas: water pollution control or wastewater treatment; environmental chemistry, sanitation; interpreting environmental laws and regulations, interpreting chemical analyses of wastewater.  Knowledge of state and federal water pollution control laws and regulations a plus as well as conflict resolution and negotiations skills.

 

SPECIAL REQUIREMENTS: May be required to travel and must possess a valid driver’s license.  May be required to attend evening meetings.

 

WORKING CONDITIONS:  Incumbents in this class may be exposed to some risk of injury or physical harm from on site environments and a moderate degree of discomfort from exposure to year round weather conditions.
