Solicitations and Contracts - FAQ
Answer: DAS has a form contract available which was designed for agency use for delegated authority under General Letter #71. The Office of the Attorney General developed this contract for your use. This document includes all of the legal language required by agencies (i.e., references to various Governor's Executive Orders, HIPAA, Rights, Compliance with Connecticut General Statutes, etc) and can be found at the following link: http://das.ct.gov/Purchase/Info/Form_Contract_AGENCY.pdf
Answer: For purchases delegated to agencies by DAS under General Letter #71, executive branch agencies do not need to advertise their request for quotes in any publications, the only DAS requirement is that the agency post such delegated requests for bids/quotes (over $10,000 and less than $50,000) on the State Contracting Portal. C.G.S. 4e-13 requires that all state agencies in the executive branch and all higher education agencies and institutions shall post all bids, requests for proposals and all resulting contracts and agreements on the State Contracting Portal. For purchases made under other authorities, agencies should consult with the agency that has given them that specific authority and has established the standards and procedures to which they must follow (i.e., DCS [emergency construction/repairs to real property], OPM [Personal Service Agreements], OPM [human service contract, POS], etc) to determine if additional advertising in other publications (beyond the state contracting portal) is required.
