SmART – Small Agency Resource Team

At your Service…


The Department of Administrative Services Small Agency Resource Team (SmART) was established effective July 1, 2005, under Section 60 (c) of Public Act 05-251 which required the Commissioner of Administrative Services, in consultation with the Secretary of the Office of Policy and Management, to develop a plan for the Department of Administrative Services to provide personnel, payroll, affirmative action and business office functions for various state agencies.


HUMAN RESOURCES

The objective of the SmART unit is to bring human resources and payroll personnel from multiple agencies under one roof. This encourages a consistent application and execution of HR rules and procedures as well as a reliable interpretation of these policies. Also, should questions arise, SmART is able to deliver a clear and constant message to all agencies.


PAYROLL AND BENEFITS

Coordinating payroll and benefit information just makes good business sense. The SmART unit uses resources from Core-CT, individual agency human resources offices as well as state and federal government matrices to track and correctly apply employee benefits and payrolls.


AFFIRMATIVE ACTION

The Affirmative Action Unit partners with our participating client agencies to assure that agency programs are fair and equitable, provide equal employment opportunity, and comply with state and federal laws and guidelines. These assurances are fulfilled by: Preparing and implementing affirmative action plans; collaborating in the selection and hiring process; providing a process for complaints of discrimination, and educating staff of their rights and obligations in affirmative action laws.
